Questo libro sviluppa un modello di potere strutturale nella società che si basa sulla concezione di Weber secondo cui nelle società esistono diversi tipi di potere e che questi tipi di potere operano in modo diverso all’interno delle società. Lo scopo di questo modello è quello di aiutare a spiegare l’economia politica dello sviluppo durante il mandato presidenziale di Yoweri Museveni in Uganda. Il libro sostiene che Museveni abbia centralizzato il potere attraverso un complesso sistema di clientelismo e repressione. Inoltre, la trasformazione di Museveni da leader di una cerchia di 'leader di nuova generazione' a 'un altro grande uomo africano' è il risultato della sua scelta di centralizzare il potere come mezzo per raggiungere i suoi obiettivi rivoluzionari. Sebbene questo libro spieghi come si è verificata questa centralizzazione, non ne spiega il motivo. Il capitolo finale esamina alcuni quadri teorici per spiegare perché ciò sia avvenuto.
