Während sie im Jahr 1995 noch bei 186 Milliarden Euro lagen, sind sie bis 2007 um 35 % auf über 252 Milliarden Euro gestiegen. Dies ist nur zum Teil auf die Kostensteigerungen im Krankenhausbereich zurückzuführen, da diese mit ca. 27 % noch unterhalb des Durchschnittes lagen. Jedoch ist die Krankenhausbehandlung noch immer der größte Posten in der Gesundheitsbilanz (26 %) vor den Arztpraxen (15 %) und vor den Apotheken (14 %). Um beurteilen zu können, ob ein Teil dieser Ausgaben durch Überkapazitäten bestimmt wird und folglich vermeidbar wäre, muss zunächst die Bedeutung des Begriffs Überkapazität und dessen Messbarkeit geklärt werden.
