This publication introduces a key performance indicator (KPI)-driven framework for developing long-term local heat development schemes in Kazakhstan to operationalize the Law on Heating (2024), enabling a more transparent, accountable, and performance-oriented heat sector. Following the adoption of the Law on Heating in 2024 (also supported by ADB), Kazakhstan has an opportunity to strengthen sector governance through the systematic use of KPIs. The publication introduces a methodology for incorporating KPIs into local heat sector planning, monitoring, regulation, and investment processes, drawing on international best practices. By establishing clear performance benchmarks and linking them to planning, tariff setting, investment decisions, and access to finance, the proposed framework could create incentives for continuous improvement while supporting the modernization, decarbonization, and long-term sustainability of Kazakhstan’s heat sector.
