This book provides a comprehensive analysis of policy transfer in authoritarian regimes. Focusing on Vietnam, it explores how and why authoritarian governments learn from other countries, and the significance of policy transfer outcomes. By examining merit-based policy transfer in Vietnam’s civil service and comparing it with policy transfer in China, the book uncovers key aspects of policy transfer in one-party authoritarian systems. In doing so, it addresses an important gap in the literature on policy transfer, that has predominantly focused on Western democracies.
