A mediados del siglo II a. C., la República de Roma era la potencia dominante en el Mar Mediterráneo. Tras tres siglos de constantes luchas para sobrevivir en la Península Itálica, Roma había experimentado en apenas treinta años (218 a. C. – 190 a. C.) una espectacular expansión territorial, fruto de su triple victoria alcanzada contra Cartago en la Segunda Guerra Púnica, Macedonia durante la Segunda Guerra Macedónica y el Imperio Seleúcida, potencia hegemónica de Asia Menor y Siria. Este nuevo escenario incrementó significativamente las rivalidades entre las familias de la nobleza senatorial romana que codiciaban para sus miembros la mayor cantidad de magistraturas y mandos militares, ansiosos de poder, gloria y riquezas. El enfrentamiento llegaría a su clímax hacia mediados del siglo II a. C. En 153 a. C. Roma estaba empeñada en la difícil conquista de las belicosas tribus de Lusitania y Celtiberia en Hispania y, tras los sucesivos fracasos de varios de sus mejores generales, en 137 a. C. un nuevo líder, el cónsul Cayo Hostilio Mancino, fue enviado por el Senado romano a sojuzgar la irreductible ciudad de Numancia. Mancino, quien provenía de una esclarecida familia noble, no era militar pero sí un esforzado servidor público y asumió el reto de conducir a las legiones romanas contra las levantiscas tribus celtíberas, ignorante que oscuros nubarrones de traición y fracaso se alzaban sobre él. De Mancino diría el célebre Plutarco que era un «varón no vituperable».
