Eine Absprache auf dem Gasmarkt setzt die Beseitigung erheblicher Hindernisse voraus, darunter die Regionalisierung der Märkte, die Elastizität der Gasnachfrage, ein Angebotsüberschuss und fehlende Anreize für internationale politische Zusammenarbeit. Das Buch beleuchtet zudem die innenpolitische Dimension, indem es die unterschiedlichen Motive der Erdgasproduzenten erörtert, eine gemeinsame Festlegung von Preisen und Mengen zu vermeiden. Zwar haben mehrere Studien auf die wirtschaftlichen Vorteile einer Absprache für die Erdgasexporteure hingewiesen, doch basieren ihre Schlussfolgerungen auf weitreichenden Marktannahmen, darunter die Konvergenz regionaler Gaspreise auf globaler Ebene, die Schaffung von Spotmärkten auf der Grundlage von Flüssigerdgas (LNG) und die Möglichkeit einer politischen Zusammenarbeit zwischen den Mitgliedern des Forums der Erdgas exportierenden Länder (GECF). Das Buch legt nahe, dass ein funktionierendes Erdgaskartell möglich wäre, wenn es eine Vereinbarung zur Marktaufteilung zwischen den beiden größten Erdgasexporteuren, Russland und Katar, gäbe und wenn wichtige Ressourcenbesitzer im Nahen Osten und in Zentralasien dem GECF, der sogenannten „Gas-OPEC', beitreten würden.
