Wenn man an den Begriff „21. Jahrhundert' denkt, hat man oft eine falsche Vorstellung von Freiheit: Man geht davon aus, dass Nationalstaaten die Interessen der Bevölkerung im Blick haben. Die jüngste Einstufung Burmas als demokratischer Staat verstärkt diese Annahme. Bei genauerer Betrachtung wird jedoch deutlich, dass es in Myanmar an den notwendigen Vorschriften mangelt, um die Menschenrechte der Bürger, humanitäre Grundsätze und internationales Recht in Bezug auf Bürger und Flüchtlinge zu wahren. Die ungebremsten zivilen Unruhen in Myanmar grassieren weiterhin, insbesondere in ethnisch geprägten Gemeinschaften. Wie die anhaltende Gewalt gegen die Rohingya-Muslime zeigt, ist es Myanmar nicht gelungen, ein Waffenstillstandsabkommen zu erzielen. Die Rohingya-Muslime leiden unter jahrelanger Unterdrückung, die inzwischen zu einem Völkermord eskaliert ist. Die internationale Gemeinschaft hat ihre Besorgnis über die Lage in Burma zum Ausdruck gebracht, doch zahlreiche politische Hindernisse verhindern eine direkte Konfrontation mit der burmesischen Regierung. Um schrittweise voranzukommen, muss das burmesische Militär darauf hinarbeiten, Vertrauen bei der Zivilbevölkerung und bei den Flüchtlingen aufzubauen. Die Regierung von Burma muss anerkennen, dass Folter und andere Verstöße gegen humanitäre Grundsätze stattfinden.
