Lorsque l’on pense au terme XXIe siècle , on se fait une fausse idée de la liberté : on imagine que les États-nations auront à cœur de défendre les intérêts de la population. La récente présentation de la Birmanie comme une nation démocratique ne fait que perpétuer cette idée reçue. Cependant, à y regarder de plus près, il apparaît clairement que la Birmanie ne dispose pas des réglementations nécessaires pour garantir les droits humains de ses citoyens, mettre en œuvre des politiques humanitaires et respecter le droit international concernant les citoyens et les réfugiés. Les troubles civils, qui échappent à tout contrôle, continuent de sévir en Birmanie, en particulier au sein des communautés ethniques. Comme en témoignent les violences persistantes à l’encontre des musulmans rohingyas, la Birmanie n’a pas réussi à conclure un accord de cessez-le-feu. Les musulmans rohingyas sont victimes d’oppression depuis des années, qui a depuis atteint le stade du génocide. La communauté internationale a fait part de ses préoccupations concernant la situation en Birmanie, mais de nombreux obstacles politiques empêchent toute confrontation directe avec le gouvernement birman. Afin d’avancer progressivement, l’armée birmane doit s’efforcer d’instaurer un climat de confiance avec les civils et les réfugiés. Le gouvernement birman doit reconnaître que des actes de torture et d’autres violations des droits de l’homme ont lieu.
